Oklahoma Online Horse Racing Betting Law
Oklahoma legalized horse racing betting through a public referendum in 1982. After a successful ballot initiative, lawmakers created the Oklahoma Horse Racing Commission (OHRC) to regulate horse racing and parimutuel wagering.
State law explicitly authorizes trackside wagering and off-track betting facilities (OTBs), but significant ambiguity surrounds advance deposit wagering. Although OHRC regulations permit account wagering via self-serve terminals and telephone, they do not specifically address online horse racing betting.
A 2002 Oklahoma Attorney General opinion found advance deposit wagering illegal under state law, but it was nonbinding and had little impact on the ground.
Today, most prominent horse racing betting sites interpret the law favorably and offer their services to Oklahomans. Officials know online horse racing betting occurs in Oklahoma but have never indicated they intend to take action against ADW providers.
In fact, Oklahoma lawmakers considered legislation (HB 3936) in 2022 that would define advance deposit wagering, formally legalize it, and establish a licensing process for operators. The bill lost momentum before making much progress, but it demonstrated that Oklahoma is more likely to legalize online horse racing wagering than prohibit it.
